Federal authorities have detained a man in suburban Elgin who is accused of intentionally ramming a U.S. Immigration and Customs Enforcement (ICE) officer’s vehicle into a tree and having connections to a notorious Venezuelan gang.
The detained individual, identified by the Department of Homeland Security (DHS) as Luis Jesus Acosta Gutierrez, was taken into ICE custody on Saturday morning. DHS alleges that Acosta Gutierrez is in the U.S. illegally and is a suspected member of the Venezuelan gang Tren de Aragua (TdA).

Violent Evasion and Standoff
According to DHS, the incident occurred as ICE agents were pursuing Acosta Gutierrez. He allegedly attempted to evade arrest by intentionally ramming an officer’s vehicle, forcing it into a tree.
Acosta Gutierrez then fled the scene on foot and barricaded himself inside an apartment belonging to an unfamiliar person.
During the subsequent standoff, a large crowd formed near the location. Reports indicate that the agitators began throwing rocks and bottles at the law enforcement officers present.
DHS stated that despite the actions of the “violent agitators” and the refusal of the local police department to provide protection for the federal officers, the suspected TdA member was successfully apprehended and is currently in ICE custody.
Illegal Entry and Prior Release
DHS further stated that Acosta Gutierrez allegedly entered the country illegally in April 2023. He was initially released by the Biden administration, which later granted him Temporary Protected Status (TPS).
DHS officials commented on the case, stating it “underscores the lack of vetting the Biden administration did on aliens they allowed into American communities.”
