Napoli thought they had been given an opportunity from the spot after David Neres was fouled in the box only for the decision to be overturned for a foul committed by Giovanni Simeone earlier in the move.
Antonio Conte, and Parma coach, Christian Chivu were both sent off towards the end of the encounter after clashing in the dugout.
Inter Milan played out a frustrating 2-2 draw with Lazio at home to dent their title hopes as they failed to take advantage of Napoli’s draw.
Yann Bisseck gave the hosts the lead on the stroke of halftime before Pedro restored parity for Lazio in the 73rd minute.
A few minutes later, Marco Arnautovic missed a glorious chance to give Inter Milan the lead.
Dumfries headed Inter Milan back into the lead with 10 minutes to go but Pedro snatched a late point for Lazio from the penalty spot in the 90th minute.
The result means Napoli will emerge champions with a victory in their last game of the season against Cagliari at home while Inter Milan will travel to Como.
Napoli coach, Antonio Conte, has urged his players to be focused on getting the job done in their last match as they aim to win their second Serie A title in three years.
He said: “We’re close but we have more step to take in front of our own fans. We’ve been top for a large part of the season even with a lot of difficulties,” said Conte to DAZN.
“It’s down to these boys who put their heart and soul into it. I really hope we can win this title because it would truly be a great achievement.”
Inter Milan players and coaching staff refused to grant media interview after the frustrating result.
The likes of fourth placed Juventus, fifth-placed Roma, and sixth-placed Lazio will battle for the last Champions League slot on the last day of the season.
